FoX - Fortran XML library

FoX was originally derived from the xmlf90 codebase,
(c) Alberto Garcia & Jon Wakelin, 2003-2004.

FoX also includes externally-written code from 
Scott Ladd <scott.ladd@coyotegulch.com>, which is licensed 
as shown in the file utils/fox_m_utils_mtprng.f90
